Rams signed TE Matthew Mulligan to a two-year contract.
Mulligan, a 27-year-old blocking specialist, will replace outgoing free agent Billy Bajema in the role. Mulligan knows new Rams OC Brian Schottenheimer's scheme from their time together with the Jets. He has six career catches.

Rams signed WR Steve Smith to a one-year contract.
Smith, who turns 27 in May, spent the 2011 season as the Eagles' No. 5 receiver behind DeSean Jackson, Jeremy Maclin, Jason Avant, and Riley Cooper. One of the NFL's top slot receivers in 2009, when Smith set a Giants franchise record with 107 catches, the former second-round pick's NFL career has stalled due to 2010 microfracture surgery. When healthy, Smith is a possession receiver and won't remedy St. Louis' needs at both outside receiver spots. He's just a flier signing for training camp at this point.

Rams signed DL Kendall Langford, formerly of the Dolphins, to a four-year, $24 million contract.
The deal includes $12 million guaranteed. Unsurprisingly, the Rams were able to outbid the penny-pinching Bengals. It's an extremely-nice haul for a player who took a small step back during the final year of his rookie deal last season, but solid signing for a team that let itself get long in the tooth along its defensive line the past few seasons. However, Langford will be forced to switch to a 4-3 defense after playing in a 3-4 in South Beach. Somewhat of a hybrid lineman, Langford has excelled as both a pass rusher and run stuffer during his career. His signing likely takes the Rams out of the running for free agent DL Jason Jones.
